USEF Morgan Rules

US Equestrian (USEF) governs Morgan show rules.  USEF rates equine competitions, licenses judges and other officials, and publishes and enforces competition rules.

Rule change proposals can be submitted to the USEF Morgan Rules Committee or to the AMHA office.  The proposal will be reviewed by the appropriate committee and then proceed to the USEF Board of Directors for approval or disapproval.

AMHA holds informal Rules Forums around the country each year.  Forums give AMHA members an opportunity to learn about the current proposals and to provide feedback.  

If you are a USEF member, you may submit a Rules Change Proposal by clicking here. There you will find a step by step procedure for submitting your proposal.  It is extremely important to follow all current USEF procedures. 

When attending horse shows throughout the show season, find out if there is a USEF Rules Forum being offered and make a point to attend.  Every owner, trainer, breeder and exhibitor has the responsibility to educate themselves about the rules that govern the sport in which they participate.  Become familiar with the USEF Rules Book and become an active part of the rules change process.

US Equestrian Morgan Committee Selection Criteria

As the US Equestrian recognized affiliate for the Morgan Breed, AMHA is obligated to appoint 60% of the USEF Morgan Committee members to serve for a period of two years.  Two of these appointments must be specifically designated as Affiliate Athletes.   (An AMHA Athlete is defined as an exhibitor who has finished in the top ten at the Grand National & World Championship Morgan Horse Show® within the preceding ten years.) The remaining 40% of the USEF Morgan Committee is appointed by the USEF President of which 3 must be specifically designated as Affiliate Athletes. Selection is based on a diverse structure to optimize the best possible combination to represent the entire Morgan horse industry.

Recommendations are made via joint review and proposal by the current US Equestrian Morgan Committee Chair, the AMHA President and the AMHA Executive Director.   Those recommendations are ratified by the AMHA Board of Directors before formal submission to the USEF office on or before the October 9, 2020 deadline for the March 1, 2021 to February 28, 2023 term.
